报告摘要:
Despite significant evidence about the value of planning and control in delivering successful projects, some executives, project managers and even researchers sometimes question the value of investing significant time and resources into the planning and control function. Our findings suggest that planning, even taken to an extreme, has a positive influence on project outcomes while insufficient planning is always associated with negative project outcomes. These results add to earlier research that suggests it is the act of planning that improves the success of project outcomes rather than the quality of the plan artifact and provides empirical evidence supporting the practice approach to project management; where planning is a form of situated rather than deliberative action.
